One way to understand this term is that it is the getting and keeping of the Upper Hand (i.e. Seek the Upper Hand).
In simple terms, Perpetual Control is basically maintaining Physical Leverage and/or Psychological Leverage over your opponent(s).
Perpetual Control is somewhat broad and can include (but not limited to): checking (including Pressing, Burdening, Pinning, etc.) leveraging (including Pass Line, zone canceling, etc.) destabilizing (including bumping, buckling, tripping, Take-downs, Throws, etc,) applied maneuvers (including hugging, locking, etc.) or any combination of these
This term can be thought of as a term which enforces and encourages the general strategic rule of getting and keeping leverage over the opponent(s).
