Combat Effectiveness is essentially how well one uses their abilities before and/or during a fight.
A practitioner will generally fight like they train - so proper training is one of the major determining factors of Combat Effectiveness.
Combat Effectiveness has both a mental and physical aspect. One may be totally capable physically, but the mind may not have the correct attitude or strategy to succeed. Or, visa versa. The mind may have the correct strategy and attitude, but the body may not be capable or effective enough to physically accomplish what needs to be done to succeed.
