Lock-out Power is typically created using offensive maneuvers and methods, but this is not a requirement.
Lock-out Power relies upon weapon penetration beyond the contact point (i.e. Contact Penetration) with the target.
One way to describe this type of maneuver is that it starts out as a strike, then transitions into a push (to further enhance the power transfer into the target), and then completes as a check (i.e. a Lock-out).
