Buoyancy is created by inhaling - Settles are created by exhaling.
The feeling of buoyancy is created through the relaxation of the muscles while inhaling along with the brain being supplied new oxygen.
Buoyancy is used primarily during an Angle of Departure and should be avoided during combat.
Buoyancy is a degree of flying. Even though there is no real external physical indication of flying, the intention and effect is toward the flying end of the spectrum, rather than the settling end.
