Why are there so many elbows in Short Form Three?

One of the primary themes of Short Form Three is coping with close and mid-range attacks. As such, it is reasonable to conclude that the primary strikes of Short Form Three would also be close to mid-range. And, since the primary upper body close range strike is the elbow, it is logical and rational that Short Form Three contain a large number of elbow strikes.
