Why is Short Form One a 'retreat only' form?

Short Form One is the first form of the system. As such, it lays out the foundation on which all of the rest of the forms build. And, retreating away from an oncoming attack is the safest response for a beginning practitioner. Advancing into an attack is demonstrated in Long Form One only once, but both Short Form Two and Long Form Two are both executed almost exclusively advancing into the attack.
