First, because it is the second short form of the American Kenpo system. Short Form One is the first form of the system, but is also the first SHORT form of the system. Long Form One is the second form of the system, but it is basically the extension to Short Form One, and thus shares it's numerical designation.
Second, because of it's timing. The "one's" demonstrate one-in-one timing, whereas the "two's" demonstrate two-in-one timing - meaning there are two upper body actions for every single lower body action.
Third, because it is a short form. Short forms, by definition, are the base or foundation for a long form. With the long form essentially being an extension to the short form.
