The cat stance is the "theme" stance of Short Form Two. And, as such, this is the most commonly demonstrated stance in the form.
More importantly, Short Form Two exposes the "Intersection Position" as it relates to motion - primarily with the lower body and foot maneuvers. Short Form Two demonstrates the use of lower body motion for the practitioner to analyze changes in directionality from the "Intersection Position". These changes in directionality are highlighted by the cat stance. In other words, the cat stance highlights the "Intersection Position", which helps expose changes in direction by: moving in one direction, freezing at the "Intersection Position" (in a cat stance) and moving toward a new direction - thus, hopefully forcing the practitioner to see the importance of the "Intersection Position" and further analyze this concept within this form, other forms, and other motion.
