What is meant by a 'dictionary' form?

Dictionary forms (i.e. Short Form One, Long Form One, Short Form Two, Long Form Two) concentrate more on 'defining' motion over theories and concepts. The 'encyclopedia' forms (i.e. the higher forms), rely more heavily on theories and concepts. While the 'appendix' forms (i.e. the sets) rely on concentrated information about a subject (i.e. kicking, blocking, finger strikes, etc.).
