Why is the block pattern/order chosen to be in, out, up, down?

Inward first, because inward is the most commonly used defensive maneuver. Next outward, because outward is the opposite of inward. Next upward, because the first Upward Block is done with a 180 degree cover; demonstrating, how to step off the line of attack and gain distance from the unknown – aka your Obscure Zone (behind you). Finally downward, because downward is the opposite of upward.
