One answer has to do with the logical progression of maneuvers and where they are demonstrated in the forms. In Short Form One, only blocking with the front arm was introduced. In Long Form One, blocking with the rear hand was introduced along with striking with the rear hand. In Short Form two, striking with the front hand was introduced along with blocking and striking at the same time. In Long Form Two, striking and striking at the same time and blocking and blocking (i.e. Universal blocks) at the same time is introduced.
