Why is Long Form One NOT a ‘defense only’ form?

This is due to two reasons:

1) The definition of Kenpo forms states that one of the purposes of the forms is to show reverses and opposites and the opposite of defense is offense.

2) By definition Long Form One builds upon Short Form One. And as such, Long Form One builds upon the physical defenses demonstrated in Short Form One by adding new blocks. But, it also must build upon it conceptually and the obvious next conceptual step from defense is its opposite, offense.
