The elbow strike in Long Form One is an Outward Elbow. Even though the strike is initiated from a reverse bow, the transition into the fighting horse defines the strike as outward. If the reverse bow was maintained, the elbow would have been a back elbow strike.
As a side note: If the reverse bow was maintained and the strike was delivered as a back elbow, the fist would have to be rotated completely upward (toward 12:00V) to be executed correctly - instead of only half way (facing you), as it is done in the form.
