What is the difference between the web of knowledge and dead, semi-live, live?

In short, the categorical summary of attacks as, dead-handed, semi-live, and live attacks predates the creation of the web of knowledge.

In the beginning, SGM Parker began with a simple categorization of types of attacks. This is most probably something he picked up from his learning years or something he recognized very early in his career. This categorization was very simple; it put attacks into one of three categories, entirely based upon type of attack in relation to its deadliness and immediacy of need to respond.

But as SGM Parker began to further analyze this area of information more, he came to the conclusion that a more complex form of categorization was needed. Something that could more completely and accurately categorize all elements of his system. With that, the web of knowledge was created. And, SGM Parker switched to using this new creation throughout the  1970's and 1980's. And, he generally never referred back to this earlier model.

Although the web of knowledge is admittedly a much better tool for graphical visualization and categorization, it is sometimes easier to refer to the simpler categorization methodology - because its very simple to describe and even simpler to verbally communicate to another.
