This variation is generally considered non-destructive.
The right, inward, overhead elbow maneuver of Crossed Twigs is varied by lowering the stance from a neutral bow into a wide kneel. Although, technically, this variation changes the form it does not impact any significant information presented in the form and therefore is generally considered innocuous and arguably non-destructive.
Rationale For
The rationale for this variation is to add more 'Body English' to the final maneuver and thus add more visual accent to the form in general.
Rationale Against
The rationale against this variation is simply that the form was not originally taught this way and is a variation that was added over time to add more visual and physical emphasis to this maneuver of the form.
Note: This variation is a good example of a change that was purposely introduced after careful consideration about the minimal (to non-existent) impact to both the information and physical intent the original maneuver was designed to impart to the practitioner.
