The quick answer - no. The long answer - some instructors have taught their students to execute back elbow strikes along with the blocks. This was done initially as a teaching aid, to ensure the student cocked their arm completely into a chambered position. Over time and generations of teaching, some people assumed that the 'elbows' were part of Short Form One, and began teaching Short Form One with this information included. Due to the definition of Short Form One (see other sections), there can be no strikes in the form.
