Why is the last foot maneuver of Form Four held for an extended period of time?

If Form Four is performed with its "standard" ideal execution, one should notice that the last position of the form, prior to the closing horse (e.g. the one-legged stance), is held for an extended period of time. This elicits the question as to why this is so.

 

The holding of this stance for a period of a few seconds is specifically done to demonstrate that the practitioner is in control of their body and is able to successfully transition from a series of kinetic maneuvers to a single legged stance, while simultaneously rotating the body to face a new direction and coming to a complete stop; before continuing on to the closing maneuver sequence.
