Simply put, this is because there is no official Short Form Four. And, without a Short Form Four, there really is no Long Form Four. Only Form Four. Although, many people do refer to this form as Long Form Four.
The primary reason for this is because all the forms up to this one have had both a long version and a short version, and it's just easier to refer to this form with the same designation as the previous ones. While this is technically inaccurate, it is not wholly incorrect. Why? Because although there is no official Short Form Four, the system instead relies upon the individual to use the information that they were taught to derive a Short Form Four on their own.
This practice is purposely done with the intent that an instructor can use the student's derivation in determining how well they have absorbed the information that was taught to them about the forms. Plus, it can give an insight into a student's abilities in using their skills in new and innovative ways, while also forcing the student to logically defend their creation against potential scrutiny.
